As for the effect, you say "you can tribute up to 4 WATER monsters to give this card ATK equal to half of the total tributed ATKs"

 

That means, you tribute 2 monsters to summon it, then any other amount to increase the ATK.

Flaws:

Uses up ALL your monsters, and thats just to get it out. Plus, you can keep tributing monsters to keep increasing its ATK.

 

Why the HELL is this a lvl 10 with 0 ATK and 3000 DEF? Decrease the level or decrease the def.
