This monster cannot be Normal Summoned or Set. This monster can only be Special Summoned by removing from play all cards on your side of the field and Graveyard. You may return all of the monsters removed from play by this effect to your deck, then shuffle it at the end of your turn. You can discard 2 Trap Cards from your hand to the Graveyard to Special Summon 2 "Heaven & Hell Tokens" (Divine-Beast-Type/DIVINE/Level 6/ATK 2000/DEF 0) in Defense Position on your side of the field. You can Tribute 2 "Heaven & Hell Tokens" on your side of the field for this card to gain 1000 ATK during Battle Phase only. While this card is on the field, you cannot conduct your Draw Phase. Once per turn, you may remove from play 39 cards in your deck for this monster to gain ATK equal to all monsters removed from play by this effect during Battle Phase only.

you didn't say how many cards, so technically you can just release 1 card from the field, 1 card from the Graveyard, and you've got it

 

deck should be Deck

 

end of the turn should be End Phase

 

and 4500 atk is enough for lv12, no need to boost it another 1000 via the token effect
