Yo yo yo, Lost Legend here, bring you another card which was kinda rushed and kinda crappy :D.

When this card is Summoned you can pay 1000 Life Points and toss 2 coins: ● 2 Heads: Decrease the ATK of all face-up monsters your opponent controls to 1000. ● 2 Tails: Increase the ATK of all face-up Monster Cards on your side of the Field by 1000. ● 1 Heads and 1 Tails: Special Summon to your side of the Field, 1 Level 4 "Blackwing" Monster Card from your Graveyard, that monster cannot declare an attack or be Tributed. I like the pic. I'd lower the cost to 1000 Life Points and add an option for 1 Head and 1 Tail.

the 2 heads effect I'd lower your opponent's monsters' atk BY 1000, not TO 1000 (that might end up being too much)

 

other than that though, everything else on the card effect is fine the way it is, so I'll give it 7.9/10
