I think the last effect should read:

Special Summon this card 2 Standby Phases after it was destroyed. umm it's a bit OP'ed but would flow well with Machines

No Special Summoning it during the 2nd turn from now would make it OPed.

It's gonna be Summoned to go along the rules of a 'Fall Union' card (a set i'm working on), you'd still need to destroy 1 card you control once you get it out on the field.

No, i read trough the effect again and noticed the OPedness so i scratched the 'Special'

 

Each 2 turns there will be a 1- affecting your field advantage, getting the card out itself is a -4 to your monsters, think again.

"When this card is Summoned you must destroy 1 card you control." <---since you said "must" in there, I suggest you add after this sentence that if you don't, destroy this card

 

with the special summoning effect and nuking the whole field of monsters, I find it OPed. Give it more drawbacks

Are you funking blind? I scratched Special in Special Summon because it has to be SUMMONED every two turns, giving you a -1 card each two turns.
