What about when you activate it's effect I would special summon it in face-up defense position decreasing it's defense and attack by 100 each.

Good call, Rainbow Holo would make this seizure-inducing.

 

You should make it so it destroys all OTHER monsters with the same ATK/DEF, because the wording of that card would make it destroy itself.

 

Anyhoo, it's a Stardust that kills Stardust, but its effect is actually a little weaker. However, that un-negatable bit could be helpful against Plasma or Skillless Town/Skillless Village, so...
