This part of its effect is OP in that it automatically replenishes its own effect for free AND destroys 1 monster on the field with the lowest ATK.

 

It also gains Wing Counters exceptionally fast; "during each Standby Phase", which means (with that wording) it gains Wing Counters during your opponent's Standby Phase as well.

 

Oh, and "hand" is not capitalized (but "deck" is). "Winged-Beast" is also "Winged Beast", with no - in between "Wing" and "Beast".
