Do Normal Monsters have Field Spells?

Well let's see how much Effect Monsters have annoyed me today...

Horizon Utopia: Both players can Tribute Summon Normal Monsters with 1 less Tribute than required. Effect Monsters cannot be Special Summoned from either player's hand or Deck. When an Effect Monster is Normal Summoned, remove from play that monster during your End Phase. Remove this card from play if there is an Effect Monster on your field. Remove this card from play if you have 3000 or more Life Points.

Vengeance of Storm: The effects of all face-up Effect Monsters are negated. The effects of Effect Monsters that activate in the Graveyard or removed from play are negated. If a non-Normal Monster is Summoned, send it to the Graveyard and take damage equal to the Level of the sent monster x 100. Remove this card from play if there is a non-Normal Monster on your field. Remove this card from play if you have 2000 or more Life Points.

Wow, that's harsh. It's like I took Skill Drain and fed it Geartown, Future Visions, and Dark Strike Fighter. Too bad Vengeance of Storm realized DSF was in it and punched me.

Just to be clear, Horizon Utopia still allows Normal Summoned Effect Monsters to be used until the end of my turn. And they can still Fusion/Synchro Summon, as well as summon from the Graveard or RFP.

With VoS, neither player can Ritual/Fusion/Synchro Summon without losing their monster and/or its effect (not sure on timing of Summon and cards unaffected by card effects). If anything but a Normal Monster is Summoned, I take damage. So my opponent could Lava Golem me for 800 damage, or Synchro spam me for loads more.

The thing is, you can't really play either card until your LP is low enough, I think that's kind of hard to use. Though I know you're balancing out their OPedness against Effect Monsters.

So I suggest you take out the LP requirement and make them less powerful.

And don't forget those monsters that neither are Normal Monsters nor have any effects...

Wow, that is harsh. But I'm glad to see more support for vanillas; they're far underrated here. Overall, I do think these cards are pretty balanced, thanks to the low Life Point caps and the limitations on what monsters the controller can play. I also think the damage dealt by VoS is appropriate, since you basically leave your opponent open for a mass of direct attacks. They might border on OP'd, but then again, so do a lot of Effect Monsters. Good stuff.
