When this card is Normal Summoned, Flip Summoned or Special Summoned, you can Special Summon 1 Dragon-Type monster from your hand. A monster Summoned in this way cannot attack. I don't think it's of too high a Level. 2 Dragons and it's a 2000, 3 and it's a 2400. That's about the desired stats of 0 and 1 Tribute monsters. Oh, yeah, and it's searchable.
