Minor thing, "Inflict" should be inflict.

A little OP'ed because of the 3000 rule but it's fine.

It isn't that balanced and the pic looks more DARK than WIND.

Well I'll give it 4/10 because i'ts easy to add Blue-Eyes White Dragon to a Iron Chain Dack, if needed for this card summon, but I think it's not playable outside a dragon deck, and it's not playable outside a a Iron Chain Deck. At the same time, it's not playable in a Iron chain Deck, first because it's not an EARTH monster, second because it cannot mill your opponent deck, even by the effect of poison chain, because it's not a Iron Chain monster. If you change it's atribute to EARTH (in my opinion he being a EARTH monster would be normal), and OR includes Iron Chain in his name, OR substitute it's damage effect by a mill effect, OR both, THEM I will give to you a 8/10. Also, the picture don't seem like a true Yu-Gi-Oh! card, but this is normal around here.
