yea with flare scarab and air hummingbird, i know the pic doesnt 100% suit neos but find me a better pic i dare u. as usual dont just write awful or ocge rrors or -1 if there are errord or instabilities then plz point them out. comment and rate.(image credit to jazin kay)

During your Main Phase 1 flip every monster on your opponent's side of the field to face-up Atack Position (flip effects are not activated at this time) and decrease all monsters your opponent control's ATK by 400 for every card they control. This card returns to the Extra Deck during the End Phase. When this card is returned to the Extra Deck by this effect, return all monsters on the field to their owners' Deck.

Anyway OCG Error Corrections:

This card can only be Special Summoned from your Extra Deck by returning the above cards you control to your deck. (You do noy use "Polymerization".) During your Main Phase, flip every monster on your opponent's side of the field to face-up Attack Position negate all flip effects. Decrease all monsters ATK x 400 for ever card he/shecontrols. The card returns to the Extra Deck during the your End Phase. When this card is returned to the Extra Deck by this effect, return all monsters on the field to their owner's Deck.

 

So the pic is good.

This demon-like thing is pretty cool, but it doesn't seem like a Neos monster

The OCG is still problematic though. Try this:
