it's a comma not a period :o

is this only during the 3 opponent's turns? or forever? otherwise you don't really need the whole opponent's turn thing... because it has so many restrictions it's underpowered :(

i don't know whether you mean shining flare dragon monsters as in any card with shining flare dragon in their name (like this card), or a specific Shining Flare Dragon. otherwise put monster after "Shining Flare Dragon" in your OCG

the 1st card looks UPed cuz of 3 turns. maybe make it so it can attack the turn it is summoned? good nice original effect. :) 4/5

 

2nd card: looks pretty simple. capitlize Deck. and unless Shining Flare Dragon is the full name of a card, i'd take out the parenthases. maybe make it level 4 too? 3/5
