Discard 1 "Elemental Hero Neos" from your hand. Select 1 "Elemental Hero" monster from your Deck that is listed on a "Neos" or "Neo" Fusion Monster in your Extra Deck and remove it from play. Special Summon that Fusion Monster ignoring the summoning conditions. The Summoned monster gains 500 ATK until the End Phase.[/align]

Neos is rarely going to physically be in your hand. So Im not so sure on the usefulness.

And special summon what Fusion? You never said to target a fusion monster. ATK gain seems random too ><".

 

But it's good, like Miracle Contact (anime card available in DMG) just a tad more skewed.

@Corezero: I see a few, but I'm not going to point them out since it's irrelevant and currently it has 1 ruling flaw which is what you should have focused on instead of some grammar that causes no gain on the effect.

I didn't quite understand.... We don't target the Fusion Monster. When we remove the E-Hero written on a Fusion Monster we kinda target it. And then we Summon "THAT" monster
