This card cannot be Special Summoned. When your opponent activates a Spell Card, you can inflict damage to your opponent's Life Points equal to half the ATK of this card. Once per turn, during your End Phase, you can pay 1000 Life Points to look at your opponent's hand. If your opponent has a Spell Card in their hand, force its activation. If the timing of the activation of the Spell Card is incorrect, negate the effect and your opponent immediately discards it. Increase the ATK of this card by 100 for each Spell Card discarded by this effect.[/align]

I think you should archtype this card, like the Monarchs. I could see it working.

In my opinion, get rid of the "50" in 1950, because it's even more hard to calculate 975 points of damage to your opponent when they play a spell card. Even so nothing else to criticise, great card 9/10.
