When a Dragon-Type monster you control destroys a monster your opponent controls by battle activate this card. The destroyed monster is removed from play and your opponent takes damage equal to the ATK of the destroyed monster. During each of your opponent's Standby Phases, your opponent gains 300 Life Points until the damage they previously took is gained.

I see what you tried to do with the LP regain, since it would be fairly op'ed if you didn't getting to remove the monster and inflict Equalizer damage, but maybe instead of increasing their life points I would go with paying your own LP instead, and the wording is mostly right, I just think it's backward, this is how I would write it (you don't have to listen to me, this is just a suggestion)

You can activate this card when a Dragon-Type monster you control destroys an opponent's monster by battle. Pay 1000 Life Points to remove from play and inflict damage equal to the destroyed monsters ATK.The destroyed monster is removed from play and inflict damage to your opponent equal to the ATK of the destroyed monster.

Hope this helps, I give it an 8.5, and this would be best in a Burn Dragon deck in my opinion.

Nah, I think that it's best as a normal trap, cause quickplays would never work for an effect like this, it has to be done during the battle phase of the opponent and it doesn't affect the monsters, just what happens to them, for example "Shrink" will lower their attack or "Book of Moon" will switch them face-down, but no quick play is used to destroy an opponent's monster when they attack.
