Ths card cannot be Special Summoned except when "Nero Void of Cataclysm" is Face-up on your side of the field. If your opponent has more than 13 Spell or Trap cards in their Graveyard then they cannot activate any Spell or Trap cards that have been Set, until this card is removed from the Field. Not only will it miss spells, because no one would set spells knowing they were about to be negated, but it would rarely get the second effect off since 14+ S/Ts rarely ever happens. 2: The SS-ing of a 2500 beatstick with only having a searchable field spell on the field doesn't really sit well with me.
