OCG fixes:

"If your opponent controls 3 or more monsters, you can Special Summon this card. If this card is Special Summoned this way, destroy all monsters your opponent controls."

 

Good anti-swarm card. Its ATK isn't too high. Although, I can see this card being abused. Maybe you should change it to when your opponent controls 3 or more monsters than you do.

Opd, heavily, ur opponent has 3 monsters, specia Summon this destroy all monsters, normal summon 2 direct atks, there arent many monsters that can even destroy 2 monsters, maybe tone it down a bit

There are several ways to go about balancing it:

Have it only destroy face-up monsters

Have needed to be normal summoned to get the destruction effect

Make it unable to attack on the turn it's summoned

 

You get the idea.
