Nope, it can prevent destruction, be replaced as the Tribute, negate being removed from play. etc.

Rescue Cat would be at 0.

 

I like this card though. The only thing it can REALLY abuse is Rescue Cat, which is at one. I find this card useful also in Synchro Summoning. Save an Airbellum or a Guard Dog, for more Synchros. This card has many possiblities but could be hit by the banlist IRL.
