Here goes:

 

The hand summon is a new tactic which includes treating monsters are on the field while they stay in the hand. For example you have a monster that can be hand summoned. You say that you Hand Summon it and you have it treated as if as it was on the field but still counts in the hand count limit. Monsters which are hand summoned activate their special abilities when hand summoned. To hand summon a monster it must agree to a hand limit requirement. When a monster is hand summoned you cannot conduct your normal Normal Summoning this turn.

When this card is in your hand you can Hand Summon it. This card cannot be Hand Summoned if you have more than 2 cards in your hand. When this card is Hand Summoned toss a coin. According to the result activate the following effects:-Heads: Once per turn by paying 600 Life Points you can add 1 "Rapid" monster from your Deck to your hand.-Tails: Pay 800 Life Points to return a monster on your side of the field to the owner's hand and treat it to be Hand Summoned.

When this card is in your hand you can Hand Summon it. This card can only be Hand Summoned by sending 1 or no monsters on your side of the field to the Graveyard. If this card is Hand Summoned without sending a monster to the Graveyard this card's Original ATK becomes 1800. This card cannot be Hand Summoned when you have 2 or 4 cards in your hand. When this card is Hand Summoned it gains the following effect:-Once per turn you can roll a six-sided die. According to the result activate the corresponding effect:1: Increase the ATK of this card by 200.2: Decrease this card's ATK by 300. 3: Destroy 1 card on your side of the field. 4:Destroy 1 card on your opponent's side of the field. 5: Look at your opponent's hand and destroy 1 card among them. 6: Re-roll the dice.

When this card is Hand Summoned it gains the following effect according to the number of "Rapid" monsters sent to the Graveyard to Hand Summon this card:-0: This card's Original ATK becomes 1900.-1: Once per turn, you can inflict damage to your opponent equal to the number of "Rapid" monsters in your Graveyard x 200. If you activate this effect, this card cannot attack during this turn.-2:Once per turn you can select 1 "Rapid" monster from your hand. This card gains the same effect the selected monster would gain after it would be Hand Summoned.

Chrono the Ninja Frog's last effect is that it does 'piercing damage'. What's that?

 

It means that when it attacks with an ATK higher than the attacked monsters DEF the difference will be inflicted as battle damage to your opponent

 

but for shorter

 

piercing damage
