Ok, so it's not bad, but it needs to be polished up a bit.

a.)I think it's a bit OP'ed: It's a 1 Tribute 1000 direct attacker, with an MST effect each attack.

b.)The name is a bit bland, try something like: "Gale Force Dino" or "Tornado Ptero" or something; be creative.

c.)OCG can be fixed, but I'm not the best at it so yeah :D

1. Post your card with their lore. Makes it easier to provide OCG corrections.

 

2. The card itself is not all that overpowered to me. Over all, I think it's pretty balanced, even with the MST effect. For those who disagree, consider this cards ATK power. Zombyra could drop this thing in a heartbeat.

 

3. I have to agree with the name being a little bland, but I've seen worse. And the art looks a little off for a yu-gi-oh card.

 

Overall, after an OCG fix, I'd give it a 8/10

I will try and fix the OP problem maybe by bringing in a summoning cost in Life Points.

I shall definitively changed the name. I hated it but I couldn't think of anything better.
