It's nice, without the Level 5 stuff it doesn't do a ton besides give your opponent advantage.

 

See, the thing with Synchroing in the Graveyard.. the Tuner and other non-Tuners don't go anywhere? They just stay in the Graveyard and bring her down in too?

Now, about the effect.

You upgrade the monster while in your hand to unlock it's effect. That's quite creative. I presume it's Level 3 again when Tribute Summoned.
