Well, if you had that card face up on the field, you would never actually have no monsters on the field, so the effect is kinda useless.

Your right. But if you have no monsters except that card, you get to summon another. But the card is bot that good, and it is not an unstoppable monarch. This card would get a 5/10 from me

Monarch effect is only activated if tributed, so this card is useless

 

second the effect is negated through himself because you control him, so you cannot ever get the effect activate

 

Monarch tend to have low def, so that will apply to new cards as well

13/50 as monarch 3.7 as regular card because having him on the field negates his affect.. once thats fixed 5/10

This should be called "Phail - the Über Monarch".

 

Seriously, Overused Pic is Overused. And I know this is wrong to take this out on you, but this keeps getting used for cards, and for whatever reason, they tend to be Super-Monarchs or Super-Honest. Quite honestly, it's enough.

 

Also, you need to make sure your effect works. I can see that you tried to balance it, but you do realize that this card blocks its own effect. I can't tell you how much this happens. Change the effect so that you can actually use it, then balance it.
