It's not all that good since it demands a card name... maybe a Type or Attribute would be better, also the effect is bland and not all that thought out, the ATK/DEF - Level Ratio is good and the card name is incredible along with the pic

Under powered? This is only a level 4.

I know, but there are tons of better cards you can use to burn your opponent Life Points. Solar Flare Dragon is just an example. 500 dmg per End Phase and its got the same ATK/DEF. Its a lvl 4 monster as well.

 

Would use something like this as its eff:

As long as this card is face-up on the field, every time a Plant-Type monster is Special Summoned your opponent takes damage equal to the number of Plant-Type monsters in your Graveyard x 100. If this card is used to Synchro Summon "Black Rose Dragon" it cannot be destroyed by its own effect.

 

This would give BRD a great boost, cuz you can clear the field of all cards except BRD :)
