It's pretty underpowered for the fact that I wouldn't pay 1000 Life Points to discard 2 level 3 monsters from my opponent's deck. That's useless. The first effect is pretty handy though. I mean, if you want to prevent a synchro summon. Other than that, it's useless. Yet, it's still handy if used right. Pretty bland if you ask me. The picture is nice.
