Those are special cruises. They need a mystery ticket, but they also require certain legendaries. For example, to get to Aegis Cave, you need Regirock, registeel, and Regice. When you get on the cruise, you will be taken to your location where it holds an even more powerful legendary, so in this case, Regigigas in Aegis Cave. And, these special ones have LV 90 each. It depends on the cruise you go
