I beleive that a nooby deck is a deck that every person copies because of how powerful it is... but your definition might be somewhat diffrent. My understanding was nothing for 1-4 1 for 5-6 and 2 for 7+ And by rules i mean either advanced (Using ban/semi/limited lists) or traditional (No banned list. Banned list moved down to limited, limited moved down to semi, semi changed to standard card rules) card rules. And i agree with tommers. those rules are impossiable.
