My new card, rate plz

THis a card, i think the pic is pretty awsome

This Card cannot be normal summoned. This card can be special summoned only by removing 2 monsters whos level equals 9. When this monster destroys a monster you can remove a card from your opponents hand. If there are any other monsters on the field, decrease this monsters attack by 100 each monster.

This card cannot be Normal Summoned or Set.(I think) This card can only be Special Summoned by removing 2 monsters whose Level equals 9. When this monster destroys your opponent's monster, you can remove (from play or send a card to the Graveyard?) Decrease this monster's ATK by 100 for each monster on the field.
