Wow..... you have a good idea but... it is So OP nd so OCG errors... but good one... try to balance it ... you can quit the part of ``+ 700 ATK to Water monsters`` and the last one and it will be Balanced. if you do not balance it 4/10.

same as above, but drop the ritual summon, or you need to alter effect, that it avoids the standard effect of a ritual monster

Increase the Level its to strong with its power boost to be a Level 4 I suggest 6 OCG fix

its still OP'd though the last effect should have a time limit I think to balance it out a bit

A bit Op'ed and i think you should make the Special Summon depent on the Battle Damage that your opponent took otherwise it is Op'ed especially if you can Normal Summon it without Tributing by the effect of Legendary Ocean.

The picture actually looks more like a Spirit if you change it in a Spirit this would be a very good card and with good stars thanks to Legandary Ocean.
