if you ran 3 of these in your deck, you could whatever u neede when u drew it, like your opponet hsa a field full of monsters get a lightning vortex, so i think it is oped

It would maybe be like this:

Select 1 card from your Deck or Graveyard and add it to your hand.

IMO it should be a limited continuous spell w/ the following effect:

 

You can destroy this face-up card to select 1 card from your Deck or Graveyard and add it to the top of your Deck. This effect cannot be activated during the turn that this card was activated.

 

my ocg may be a bit off, but i think you get the idea...
