People have also been saying that the guy with Chun Li is Frank West with his helmet on. While I COULD see where they're coming from, I think that's just a bit too far fetched. That isn't to say that he isn't in. C'mon. The silhouette says everything (and don't go all "But Seth said that some of the silhouettes there are no longer playable characters." We all know that he only said that because he was put on the spot with C. Viper's silhouette). Also, if someone could find out who the shaded silhouette on the right is, that'd be lovely. Take note that it could be a picture that's already in existance, since Capcom got lazy at some point and used some already existing pictures as silhouettes (case and point: Frank West and C.
