It doesn't negate the summon, but since Vector will lose from the damage his ace, which I have not created nor come up with a name for, won't be summoned. I am not going to lose this one. You've already put your input in on it, I don't see what Max has. Pretty much anything he says will work in the opposite for him. If he talks about attack negation to protect them, I can talk about S/T negation. If he talks about draw engines, I'll tell him it won't help the overall speed of the deck.
