It's usually implied that all NOMI Summons only occur from the hand, unless they say otherwise. And his effect isn't going to boost him that much. Your opponent isn't likely to have more than 3 S/T down at any time, so that's only 600. And if they do have that many, they'll surely have removal, which means your dragon was useless. All I'm saying is that it should at least start at 2800. It's still respectable, but the ATK shouldn't get out of control before your opponent can kill it.
