Both players can Normal Summon monsters from their respective Graveyards. This counts as a player's Normal Summon for that turn. Because it's Continuous, you don't need to say while it remains face-up, because that's already required for the card to be active. May = can, and you have to say which Graveyard the monsters come from as specifically as possible to prevent broken interpretations and plays.
