WOW this card is wayy too op'ed, u need it to have atleast a negative effect, but you should change the effect to something like this "Your opponent can only draw from their deck during their Draw Phase. Your opponent cannot add or special summon any card from their deck while this card is face-up on the field"

Firstly. Don't bump more than once every 24 hours unless you have to.

 

Secondly. I think what you're trying to do here is interesting, but very OP'ed. You're trying to make it so neither you nor your opponent can draw a card or use effects that access the deck, however, it needs a drawback or two, preferrably.

 

Perhaps something like this?

 

"Once only, whilst this card is on the field, you can pay 500 Life Points in order to prevent your opponent from drawing a card from their Deck during their Draw Phase"

 

Or maybe this?

 

"Whilst this card is out on the field, you can Pay 500 Life Points per Turn in order to prevent your opponent from Adding to, or Special Summoning from their Deck."

The effect idea is interesting, but even I have to comment on the OCG... And even an amatuer with MS Paint could've edited that pic so those stupid borders didn't show up. 1/10
