This card can only be Summoned by Synchro Summon, or by it's own effect. When this card is Synchro Summoned, reveal the top card of your Deck to your opponent and add it to your hand. Once per turn, you can look at your opponent's hand and select 1 card. When the selected card is removed from your opponent's hand, destroy 1 card they control. You can remove this card from play when you control fewer than 2 more monsters than your opponent to move all monsters you control to an adjacent Monster Card Zone. Monsters you control that are on your opponent's field can attack your opponent directly. During your End Phase, monsters moved to your opponent's field by this card's effect are removed from play, and this card is Special Summon in face-up Defense Position.

 

Rate? I think Core Satellite is OP, but then again, I think it kinda should be. Meh...[/align]

Your Cybernetic Satellite has a good effect, as well as reasonable ATK/DEF for a 7-star monster. I'd give this one a 10/10.

I'm questioning the effects of the Cybernetic Central Intelligence Core Satellite, though. I begin with the first effect:

Once per turn, you can look at your opponent's hand and select 1 card. When the selected card is removed from your opponent's hand, destroy 1 card they control.

 

It's usually inevitable for the opponent to use a card that you pick at some point. I think it would be better (and slightly less OP'd) if you changed that effect to something along the lines of:

Once per turn, you can pick a random card from your opponent's hand. If it is (insert type of card here), destroy 1 card that they control.

Also, this effect literally sent chills down my spine:

You can remove this card from play when you control fewer than 2 more monsters than your opponent to move all monsters you control to an adjacent Monster Card Zone. Monsters you control that are on your opponent's field can attack your opponent directly. During your End Phase, monsters moved to your opponent's field by this card's effect are removed from play, and this card is Special Summon in face-up Defense Position.

 

If your opponent somehow had let you get this far, something tells me that they deserve being attacked directly. However, I think this card could be made even less OP'd by halving the damage that's done directly by the monsters sent to your opponent's side of the field. You could still finish off your opponent if you happened to send some heavy-attack monsters to the other side of the field, so it isn't that bad of a change.

 

Even with my proposed "weakening," the card may still be a bit OP'd. Then again, it would probably take a while to Summon this monster anyway, so some of the power behind it is well-deserved. I grant an 8/10 for your ultimate monster, assuming that it is intended to be Limited by realistic standards.

 

*Last note: You should probably mention something about retaining control of the monsters you sent to your opponent's side of the field for your ultimate monster.

Your Cybernetic Satellite has a good effect, as well as reasonable ATK/DEF for a 7-star monster. I'd give this one a 10/10.

For the 'no more than two more monsters than your opponent controls' part.

 

Monster you control ≤ Monsters your opponent controls + 2

 

Cybernetic Monsters are now anti-swarm, and to be more specific, anti-frog.

 

Other than the synchro monsters, they rely on getting out and Keeping out the Inter-dimensional Jammer. With there being no Special Summons, it relies on recycling monsters and searching out monsters from your deck to get on the field quickly, as well as using Cybernetic Eagle and Flamingo to keep low-level monsters off the field.
