This card can only be Ritual Summoned with the Ritual Spell Card "The Oracle's Light".

As long as this card is in field your opponent cannot Summonn monsters in Defence position. All your opponents destroyed cards are removed from play and in each turn he must disscard one card from his hand and remove it from play.

"This card is used to Ritual Summon "The Shining Oracle Elf". You must also offer monsters whose total Level Stars equal 10 or more from the field or your hand as a Tribute."

I think that's right. A good idea but it is OP'd. All of your opponent's monsters must be in ATK plus they are removed from play instead of being destroyed. And your opponent has to remove cards in their hand from play.

 

6/10 If you fixed the OCG and made it more balanced it would be 8.7/10
