I can definetly see this being played. I'm wondering what happens when this negates draw cards like Allure/D-Draw/Trade-In.

 

Using trade-In as an example I'm assuming:

Player 1: Activates Trade-In, discards LV8 card for cost

Player 2: Activates Refpanel then draws 2

 

Or would Player 2 have to discard as well?

From what -Griffin is teaching me, Cost and Effect are separate so Player 2 would draw without cost. But I dont see it being used much.

 

That being said, it's an interesting card.

i might try maining this is some random deck I might make soon, just because of draw stuff. does it also let you use your opponent's tutor spells like RotA, or is that different?

If I recall correctly, this card's effect only works on drawing-like cards (ala D-Draw and such) and burn/LP increase cards.

 

It's uses are rather slim. Most of the time you'd be better off running Magic Drain or something.

If I recall corectly, mystical only chains to a card's activation. wave motion already activated by that time. sorry
