This card can only be Summoned by pemoving from play, 4 Machine-type monsters from your Graveyard. For every card in your Hand this card gains 500 ATK points

The proper effect would most likely be:

 

1 Tuner + 2 or more Machine-Type non-Tuner monster

When this card is successfully Synchro Summoned, you can equip this card to a Machine-Type monster you control. The equipped monster gains 800 ATK and 900 DEF. If the monster equipped with this card is destroyed as a result of battle, you can destroy this card instead. You can tribute this card to Special Summon 1 "Menton, Machinery Officer" from your Hand.

 

I changed from "Once per turn" to "When this card is successfully Synchro Summoned" because you don't have a way to Special Summon it back once it's equipped. And since "you can" is part of the effect, you have a choice to equip or not. If not, you have a choice to Special Summon Menton.

 

Also, I have a suggestion: Don't continue to ask OCG questions in this forum. Just post the card in the appropriate card forum and people will most likely correct OCG for you there.
