I will fix your OCG (the card grammar) first:

Celtic Moon: This card is used to Ritual Summon "Celtic Moon Angel". You must also Tribute "Celtic Moon Warrior" and "Celtic Moon Archer" from the field or your hand.

Celtic Moon Angel: This card can only be Ritual Summoned with the Ritual Spell Card "Celtic Moon". Once per turn, select 1 monster on the field and change its battle position. As long as this card is face-up on the field, increase the ATK and DEF of all face-up "Celtic Moon" monsters by 200 points.

 

Your mistakes are mainly with capitalizing.

It's OK. When you're still a beginner you make such mistakes.

The Spell's pic is bad. But becouse you're a newby, it doesn't matter a lot, but I suggest using Deviantart and the Art Catacombs for pic searching.

The cards are ballanced.

And this looks like an intersting new sub-type.

Wow, awesome man. Keep it up. My only thing is the picture for the ritual. A little plain, needs more to it. Otherwise it was awesome
