Well..it's kind of weird.

 

Is it actually a Tuner monster? I presume so. The line about the other Synchro Material is rather unnecessary, as unlike Fusion Substitute monsters, there's no risk of using two of these to Synchro with, and there's no "Double Tuner" monster that would use 2 different Tuners.

 

Regarding its effect, is it substituting for a SPECIFIC Tuner, like for Synchros requiring Plaguespreader Zombie?

 

If it itself is a Tuner, it might be a touch OPed, as level 4 Tuners are pretty good cards, and being able to Synchro nearly any Synchro monster (I'm assuming it can only sub in name only, not in Attribute or Type). It's also a searchable monster with under 1500, and is a machine. Making it DARK would probably break it.

Maybe you should edit it a little to look something like this:

 

Substitute Synchron

FIRE

Level 2

Machine/Tuner

If this card is used as a Synchro Material Monster of a Synchro Monster with a Tuner named in its Summoning text, you may treat this card's name as the name of the specified Tuner.

 

I edited the effect so it flat out states that it only works if a Synchro specifies a Tuner and negged its level by 2 to make it easier to sub out for Plaguespreader.
