Dump Shell, get Rocket (+0)

Summon Rocket, use both monster's effects (+2)

Dump Shell for Accel, use that Shell to get another (+3)

 

I'd suggest... I have no idea, making Rocket not the searchable monster? Maybe make it level 5+?

I made a Volcanic Tuner called Volcanic Cinder pretty recently. His effect is like Deep Sea Diva's for Pyro-types. I just noticed it's also similar to your Volcanic Burial, although I hadn't seen these before I made it.

 

Volcanic Cinder

(Level 3/FIRE/Pyro-Tuner/500 ATK/200 DEF)

When this card is Normal Summoned, you can send 1 Pyro-Type monster from your Deck to the Graveyard to Special Summon 1 monster of the same name as the sent card from your Deck. The monster Special Summoned by this card has its effect negated and cannot attack. This card can only be used in a Synchro Summon as long as all other Synchro-Material monsters are Pyro-Type.
