I know the effect is a bit bland, but I ran out of ideas:

 

 

Lore:

1 "Blackwing" Tuner + 1 or more non-Tuner monsters

This card's Attribute is also treated as FIRE. Once per turn, when this card destroys a monster by battle, place 1 "Nova Summoner" Counter on this card (max.3). You can remove 1 "Nova Summoner" Counter from this card to Special Summon 1 "Blackwing" monster from your Deck with a Level of up to twice the number of "Nova Summoner" Counters removed from this card.

Maybe you could add an effect where removing 3 counters gives you the option to Special Summon a Level 3 or lower Blackwing from your hand. But otherwise, it's great! 9/10

The effect is not Blackwing Like at all. The Picture does not fir Blackwings. The Attribute cannot be FIRE Because all Blackwings are DARK, that's why they're called Blackwings. SO i suggest you change most of the Card if you want it to be Blackwing if not try to make a FIRE Monster. 2/10.

Err.. so here's my short and boring opinion.....

 

The card, itself, is kinda weird. I love the picture but I don't see how it can be DARK. So you should change the picture or change the name+effect.

 

The OCG is defiantly solid and the effect is okay.

 

Not your best but 8/10 :).

BTW, how do you actually get a 'Flare Burst' counter onto this card, it isn't listed in the effect?

 

Due to this flaw, the card is badly thought out and you didn't proof-read the effect. The pic and design are sound but it is REALLY easy to get out with either swarming (Gale) or Vayu Turbo (Vayu) making it a tad overpowered and an easy beatstick.

There is a LIGHT blackwing, lv10, becomes a blackwing synchro. forget the name.

Anyways, not very blackwingish effect. Picture doesn't suit the blackwings. Not horrid though
