Lore: This card gains 300 ATK for each face-up monster on the field. This card gains 400 DEF for each face-up Spell Card on the field. Increase this card's Level by the amount of face-up Trap Cards on the field. This monster cannot attack unless it's Level is 5 or more. Battle Damage inflicted by this monster is halved. This card cannot be targeted by a monster with a lower Level than this card. If this card's ATK or DEF is more than 3000, destroy this card.

 

 

Please tell me if it's OP'd or UP'd.[/align]

The first effect can be broken. Mainly because it can be as high as 3000 ATK, which is way way way to high for a Level 1. For the Spell Card, it can go as high as 4400. Also way to high. Seeing also how this card can attack directly makes it a bit more broken. But then, there's the effect that just SUDDENLY, makes the card balanced. The battle damage the card inflicts being halved is a great drawback for this card. By targeted, do you mean by battle or by a card effect? Either way, kinda decent that effect. But you should be afraid of the Level 4's and higher's, not 3's and lowers. It gains MORE ATK and DEF during each of your End Phases. When it reaches it's limit and serves it's purpose, it blows up all face-up cards on the field, but can easily be negated by Starlight and other cards. IMO, it'd be much better if you changed it to remove from play then them just being destroyed. Overall, the card is somewhat balanced IMO, but is on the edge of becoming a bit OP'd to a lot OP'd. 9.8/10

If this card's Level is less than 3, this card can attack directly.(How many face-up trap cards do you think will beface-up on the field in the average duel? Battle Damage inflicted by this monster is halved. This card cannot be targeted by a monster with a lower Level than this card. This card gains 100 ATK and DEF during each of your End Phases. If this card's ATK or DEF is more than 3000, destroy all face-up cards on the field. (Hello black rose dragon. Would you like to be banned or limited to one per deck?)

Well, how do you think I can make it more balanced?

 

The attack increase part is fine, and so is the level increase by traps. But you should make it so if it is a level 5 or higher, then only may it attack. Get rid of the part where it gets 100 ATK and DEF at the end phase and when its attack becomes 3000, don't nuke the field, just destroy the card. =)
