requirements are make a vanilla card with a good story/description and a level 3 or under monster which has 0 ATK and DEF but gains ATK and DEF in some unique way.

my vote goes to Zextra, better vanilla, original effect monster

 

Merlinkool, your vanilla has op'ed stats, not the best pic, and your story has terrible grammar. Your effect monster has a good effect, but lots of OCG errors: You can Tribute 1 monster you control to Special Summon this card from your Graveyard. When this card is Special Summoned, it gains 700 ATK and DEF. You take no Battle Damage from battles involving this card.

 

Zextra, your vanilla has balanced stats, great pic, and great story. Your effect monster has nice original and balance effect, with a few ocg errors:

This card gains ATK based on the Attribute of each removed monster:

• FIRE: 200 ATK.

• WATER: 400 ATK.

• WIND: 600 ATK.

• EARTH: 800 ATK.
