for each monster they they had to tribute for it, +1.

(So thats means LV4 is one, LV5-6 is 2 and LV7+ is 3,

assuming they tribute summoned it.)

Hmm the text should be something like

 

When this card is activated, discard 3 cards from your hand. Twice per turn during your Battle Phase, you may negate the attack of 1 of your opponent's monsters. Your opponent draws cards from their Deck equal to that monster's Level.

 

In my opinion it is underpowered. I would make it a LP cost instead of a discard cost, like 1000. It could work out okay in deck-out decks. But they would usually draw an average of 4-6 cards, which is a lot of advantage over you, they would easily draw that Mystical Space Typoon or Heavy Storm they need to destroy this card, but it is an original effect. 7/10
