(Her name means "Time Breaks" and I know the OCG is wonky, but it's never been used before so bear with me.)

 

This card cannot be Normal Summoned. This card cannot be Special Summoned except by its own effect. You may remove 5 "Tempus" monsters in your Graveyard from play to Special Summon this card from your hand at any time. It is now your turn at the current Phase you are in. For each Phase of your opponent's that was skipped as a result of this effect, pay 1000 Life Points.

While you control this card, the Turn Count cannot advance except by a card effect. Once per turn, you may select 2 monsters on your side of the field or two monsters on your opponent's side of the field. One of those cards' ATK becomes its original ATK, and one of those cards' ATK becomes 0. Once per turn, you can move the Turn Count forward or backward 1.

Tempus Sectum is an interesting card. I'd use it in a Monarch deck. Swarm your side of the field with tokens, then let them be destroyed with its effect and draw loads of cards. At the same time, your opponent draws a smaller amount since you'd know what, well, time, it is to summon it.

Volatilis was the translation I got, and it sounded cool so I ran with it.

 

Also, I was trying specifically NOT to make that card overpowered, since skipping your opponent's turn is a pretty powerful effect. But the idea is that cards like Tempus Curo will make sure you have enough LP to spare.
