This card cannot be Normal Summoned. This card cannot be Special Summoned except by its own effect. You may remove 5 "Tempus" monsters in your Graveyard from play to Special Summon this card from your hand at any time. It is now your turn at the current Phase you are in. For each Phase of your opponent's that was skipped as a result of this effect, pay 1000 Life Points. (Name means...Time Capsule. You were expecting something more pretentious and Latin, maybe?) (Oh, THERE it is! Pretentious Latin says: "Time Alters Fate.") (Name means "Time Lord." He's not a Doctor, but he does make house calls.) 1 "Tempus" Tuner + 1 or more non-Tuner monstersWhile you control this card, the Turn Count cannot advance except by a card effect. Once per turn, you may select 2 monsters on your side of the field or two monsters on your opponent's side of the field. One of those cards' ATK becomes its original ATK, and one of those cards' ATK becomes 0. Once per turn, you can move the Turn Count forward or backward 1. Swarm your side of the field with tokens, then let them be destroyed with its effect and draw loads of cards. Also, I was trying specifically NOT to make that card overpowered, since skipping your opponent's turn is a pretty powerful effect.
