I don't see a need for the final effect. But you're free to prove my wrong with some examples of cards that would otherwise screw this card over if it had not been included.

i stole it from Shield & Sword ;) and i thought it wouldnt be a bad addition so why not add it?

I finally managed to understand your card effect now.

 

You wanted any ATK and/or DEF increasing cards to re-apply themselves if "The Sanctuary in the Sky" was activated, since they otherwise would've applied to the original base ATK and DEF of just 0/2000.

 

I see. Might need to change the wording a bit to make it more understandable.
