This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by having exactly 2 DARK monsters in your Graveyard. You can remove from play 1 DARK monster from your Graveyard to return 1 card in your opponent's hand to the bottom of the deck. You can send this face-up card from the field to the graveyard to have your opponent skip their next Draw Phase.

You keep repeating "You can" in the effect...bit annoying.

 

As for the effect, I suppose it has multiple effects. Maybe add one more drawback to even it out?

Some OCG errors (lack of capital letters) and crazy effect (maybe broken??)!
