This is one of my fav cards. PLZ rate.

1 Tuner + 1 or more non-Tuner monsters

During battle between other Machine-type monsters you control and a defense position monster whose defense is lower than the ATK of the Machine-type monster, inflict the difference as battle damage to your opponent. When a Machine-type monster inflicts battle damage to your opponent, you can inflict 400 damage to both players. When this card is Synchro Summoned, you can tribute up to 2 cards you control to increase the ATK of this card by 1000 and the DEF of this card by 300 for each card tributed. During each of your Standby phases, discard 1 card from your hand. (This is not optional)

very good pic but it's effect gives too much disadvantage.... its advantageous effect is not well balance with its disadvantage... first you destroy up to 2 cards... it means -2 for you when it summoned.. then every turn you will give up 1 card in your hand so it is -1 per turn.. it gives a good support to other machine types monster but it leave you no cards in hand.. its not too powerful to give such disadvantage... for pic i will rate it 9/10, for the effect maybe 6/10

Each time a Machine-type monster inflicts Battle Damage to your opponent, you can inflict 400 damage to both players. When this card is Synchro Summoned, you can tribute up to 2 cards you control to increase the ATK of this card by 1000 and the DEF of this card by 300 for each card tributed. During each of your Standby phases, discard 1 card from your hand. (This is not optional)

 

I must say it is kinda UP except if your Running a R-Genex or Gadget Deck you're run out of cards in no time.
