You can remove 1 "Scrap Recycler" you control from play to Special Summon this card from your Graveyard. When this card is Summoned, you can send 1 Machine-Type monster from your Deck to your Graveyard. Once per turn, you can remove 1 Machine-Type monster in your Graveyard from play to increase this card's ATK by 1000, until the End Phase.

Seems balanced and in good harmony with Scrap Recycler. I don't know enough about the other scrap cards to say wheter or not it works good with those too, but that seems irrelevant here. I think it is balanced, maybe even underpowered (you could give it another 100/200 extra ATK). Simple yet usefull card. 8.5/10

Well, the other Scrap monsters aren't even Machines, and have nothing to do with Scrap Recylcer. But I figured that Scrap Recycler was such a neat card that it should have something to go with it, too.

And I thought about boosting the ATK up, but dumping 2 monsters is pretty good, considering the combo this card sets up:

Normal Summon "Scrap Recycler" -> dump "Scrap Compactor" to the Graveyard -> (if there are 2 or more Level 4 EARTH Machine-Type monsters, return 2 to draw 1 card) -> Remove "Scrap Recycler" from play to Special Summon "Scrap Compactor" -> dump 2 "Machina Fortress" to the Graveyard -> drop cards to Special Summon "Machina Fortress" -> Remove any extra monsters for 1000 ATK -> Attack

Yeah...so I figured that it didn't need the extra ATK, because it's pushing the line for being broken, IMO. Plus, Scrap Recycler has low ATK, so I decided to keep theme.

You are absolutely right, I had completely overlooked Machina Fortress which in my opinion is a too strong a card. For a better the type, such an effect would have been overpowered. Taking that card in mind 1700 seems verily recent. I'm going to give you another 0.5 making the total 9/10

I personally feel it's a little OP'd, since it makes Recycler effectively a 2700 ATK monster you can Normal Summon for nothing, but with other choices and advantages such as the draw and Fortress.

See, I was feeling the 1700 base was a bit high myself. I actually started with 1500, and raised it from there. I am also considering letting it dump only 1 card, or having it dump a card only on Special Summons, or only on Normal Summons...I'm just not sure which option makes it useful enough, while not being broken.

Fortress irritates this otherwise perfect card. I think if you change it to 1, it would be good enough of balance. Then what you essentially do is trade in your Scrap Recycler for a monster with 800 more ATK that can get 1000 ATK for your turn instead of you drawing a card. You don't get an extra discard because that was this card for Recycler. The only advantage you have is that you could have used recyclers effect for a draw, but I don't think that that 1 extra draw would make this card int top meta decks it wouldn't have been in otherwise.
