This card can only be activated when a "Blackwing" monster you control is sent from the field to the Graveyard. Draw 2 cards. If one of the cards you drew is a level 4 or lower Tuner monster, you can reveal it to your opponent and Special Summon it to your field. You cannot Synchro Summon the turn you activate this effect.

Was expecting it to be more OP'd, then I read the part about no Synchro Summons that turn. I guess that's okay, then, but I still don't like it. There's just too much good stuff you can grab, regardless of whether or not you can Synchro Summon that turn.

Requirements to draw 2 cards is just easy for Blackwings. Can decently swarm out a Tuner, preparing for a Synchro, but not this turn, otherwise that would be too OP'd, so as a drawback you can't Synchro Summon at all this turn, which makes it a bit more balanced. Seems just a tiny bit OP'd since your going Blackwings more draw power. 9.9/10

Great backup speed for blackwings, This probably brings them back to meta somewhat, considering it actually adds more draw speed to BWs.
